Regulations on the Organization and Work of the Communist Party of China
(Deliberated and approved by the Politburo meeting of the CPC Central Committee on April 2021, 4 and released by the CPC Central Committee on May 30, 2021)
Chapter I General Provisions
Article 1: These Regulations are formulated in accordance with the Constitution of the Communist Party of China and relevant laws in order to thoroughly implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, implement the general requirements for Party building in the new era and the Party's organizational line for the new era, promote the scientific, institutionalized, and standardized Party's organizational work, and improve the quality of the Party's organizational work.
Article 2 The party's organizational work is a practical activity with the building of the party's organizational system, the building of the leading body and the contingent of cadres, the contingent of qualified personnel and the contingent of party members as the main content; it is an important guarantee for consolidating the party's ruling foundation, realizing the party's overall leadership, and completing all the party's work; and is the party's fine tradition and unique advantage in leading the people to continuously win victories in revolution, construction, and reform.
Article 3 The Party's organizational work shall adhere to the guidance of Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thinking of the "three represents", the Scientific Outlook on Development, and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, strengthen the "four consciousnesses", strengthen the "four self-confidences", and achieve the "two safeguards", take strengthening the party's long-term ruling capacity building, advanced and purity construction as the main line, take the party's political construction as the command, and focus on the construction of the organizational system, and strive to cultivate high-quality cadres who are loyal, clean and responsible. Efforts should be made to gather outstanding talents in all fields who are patriotic and dedicated, give full play to the role of grassroots party organizations as fighting fortresses and the vanguard and exemplary role of party members, and provide a strong organizational guarantee for upholding and strengthening the party's overall leadership and adhering to and developing socialism with Chinese characteristics.
Article 4 The Party's organizational work shall follow the following principles:
(1) Upholding the Party's overall leadership;
(2) Adhere to the organizational line and serve the political line;
(3) Upholding democratic centralism;
(4) Adhere to the Party's mass line;
(5) Persist in the Party's management of cadres and talents;
(6) Adhere to both ability and integrity, put virtue first, and appoint people on the basis of merit;
(7) Persist in the full coverage of Party organizations and Party work;
(8) Persist in seeking truth from facts, fairness and decency;
(9) Adhere to laws and regulations and scientific norms.
Chapter II: Leadership System and Responsibilities
Article 5 The organizational work shall be carried out under a leadership system under the centralized and unified leadership of the Party Central Committee, with Party committees (Party groups) at all levels leading by level and category, organization departments being specially responsible, and relevant parties performing their own duties and closely coordinating.
The Party Central Committee and local Party committees shall set up organization departments, and Party organizations of Party and government organs at all levels, people's organizations, state-owned enterprises and public institutions shall set up organizational work bodies or full-time posts to be specifically responsible for organizational work.
The Central Organization Department guides the work of organizational departments at all levels, and the higher-level organizational departments guide the work of lower-level organizational departments.
Article 6 The Party Central Committee shall decide on the organizational work line, principles and policies, formulate important internal Party regulations and normative documents for organizational work, make decisions on major strategies, major reforms, major measures and major matters in organizational work, comprehensively lead the building of the Party's organizational system, cadre work and talent work, and recommend, nominate, appoint and remove cadres in accordance with relevant regulations.
The Party Central Committee generally convenes a national organizational work conference every five years to make comprehensive arrangements for organizational work for a period.
Article 7 Local Party committees shall bear the main responsibility for the organizational work of their respective regions. The main responsibilities are:
(1) Implementing the Party's organizational work line, principles, and policies, implementing the decision-making, deployment, and instruction requirements of the Party Central Committee and higher-level Party organizations on organizational work, formulating internal Party regulations and normative documents for organizational work in accordance with their authority, and studying and deploying major matters and important work in their own region's organizational work;
(2) Leading the organizational work of Party organizations such as people's congresses, governments, CPPCC, supervisory organs, judicial organs, procuratorial organs, and people's organizations at the same level, and guiding and supervising and inspecting the organizational work carried out by Party organizations at lower levels;
(3) Leading the establishment of the Party's organizational system in their respective regions, and strengthening the building of grassroots Party organizations and the ranks of Party members;
(4) appointing, dismissing and managing cadres in accordance with the authority of cadre management, and recommending important cadres to local state organs, CPPCC organizations, people's organizations, state-owned enterprises, public institutions, and so forth;
(5) Implement the strategy of strengthening the country with talents, and coordinate relevant parties to jointly participate in and promote the work of qualified personnel in the region;
(6) Complete other tasks assigned by the Party Central Committee and Party organizations at higher levels.
The leadership duties of the Party group over the organizational work of its own unit shall be carried out in accordance with relevant regulations.
Article 8 The main duties of the Organization Department of the CPC Central Committee and the Organization Department of local Party committees are:
(1) Under the leadership of the Party Central Committee and the Party committee at the same level, be specifically responsible for implementing the Party's organizational work line, principles, policies, and decision-making arrangements, formulate and draft internal Party regulations and normative documents for organizational work in accordance with their authority and division of labor, and promote the implementation of the organizational system;
(2) Study important theoretical and practical issues in organizational work, put forward policy suggestions for improving systems and mechanisms, and provide reference for the decision-making of the Party Central Committee and Party committees at the same level;
(3) Responsible for the establishment of the Party's organizational system, strengthening the building of grassroots Party organizations and the ranks of Party members;
(4) Responsible for cadre work and unified management of the cadre contingent, and responsible for specific work related to the building of leading bodies in accordance with the authority and division of labor of cadre management;
(5) Responsible for the guidance and coordination of talent work and talent contact services;
(6) Responsible for the unified management of the work of civil servants;
(7) Responsible for the unified management of the work of retired cadres;
(8) Unified management of the Office of the Establishment Committee;
(9) Complete other tasks assigned by the Party Central Committee and the Party committee at the same level.
Chapter III: Building the Party's Organizational System
Article 9 Adhere to the Marxist principle of party building, improve the organizational system of maintaining the centralization and unity of the party, improve the organizational system that runs through and implements effectively from top to bottom, achieve full coverage of the party's organization and party work, and continuously enhance the party's political leadership, ideological leadership, mass organization and social appeal.
Article 10: Establish and complete all types of Party organizations at all levels in accordance with the provisions of the Party Constitution, forming a tight organizational structure that includes the Party's central organization, local organizations and grass-roots organizations, covering the Party's discipline inspection organs, Party work organs, and Party groups, vertically to the bottom and horizontally to the edge.
To adapt to the development and changes of the situation and tasks, timely adjust and optimize the setup of party organizations. Institutions temporarily established to carry out a certain task may establish temporary Party organizations in accordance with relevant provisions. Unless otherwise provided, the subordination of grassroots Party organizations is generally regulated and straightened out in accordance with the principle of territorial management.
Article 11 The Central Committee of the Party, the Political Bureau of the Central Committee and the Standing Committee of the Political Bureau of the Party are the brains and centers of the Party's organizational system, setting directions, seeking overall interests, formulating policies and promoting reform in advancing the cause of socialism with Chinese characteristics. Adhere to and improve the party's leadership system, improve the party central committee's leadership system for major work, improve the mechanism for promoting the decision-making and deployment of the party central committee, and strictly implement the system of requesting instructions and reporting to the party central committee.
Article 12 Local Party committees play a leading role in overseeing the overall situation and coordinating all parties in their respective regions, comprehensively leading the economic and social development of their regions, being fully responsible for Party building in their respective regions, and performing their duties of directing direction, managing the overall situation, making decisions, and ensuring implementation. Adhere to and improve the party's local organization work system, improve the deliberative decision-making and supervision mechanism, enhance the overall function, improve the leadership level, and build the party's local organizations into strong organizations that resolutely obey the command of the party Central Committee, have strict management, effective supervision, unity of leading bodies, and a pure atmosphere.
Article 13 The Party's grass-roots organizations are the Party's fighting bastions in the grass-roots organizations of society and the basis for all the Party's work and combat effectiveness. Adhere to the clear orientation of vigorously grasping the grassroots level, focus on improving organizational strength, vigorously strengthen the building of grassroots party organizations such as enterprises, rural areas, government agencies, schools, hospitals, scientific research institutes, neighborhood communities, and social organizations, promote innovation in organizational setup and activity methods, enhance the political functions of party organizations, select and match leaders of strong party organizations, and build party grassroots organizations in all fields into strong fighting fortresses for publicizing the party's propositions, implementing the party's decisions, leading grassroots governance, uniting and mobilizing the masses, and promoting reform and development.
Party branches are the basic organizations of the Party and the basic units for Party organizations to carry out their work. Comprehensively promote the standardization of party branches, strengthen basic work, improve basic systems, enhance basic capabilities, implement basic guarantees, and give full play to the responsibilities and roles of party branches in directly educating party members, managing party members, supervising party members, organizing the masses, publicizing the masses, rallying the masses, and serving the masses. Party branches with a large number of Party members or where Party members' places of work and residence are relatively scattered shall be divided into several Party groups in accordance with the principle of facilitating the organization and carrying out of activities.
Article 14 The Party group plays a leading role in its own unit, performing the duties of directing direction, managing the overall situation, and ensuring implementation. Adhere to and improve the work system of the party group, improve the work rules and decision-making mechanism, adhere to the party building work and professional work to plan, plan, advance and evaluate together, supervise and promote the timely and comprehensive implementation of the party group's decision-making by the leading group of the unit in accordance with the charter, and ensure that the party's theory, line, principles and policies are implemented in the unit.
Article 15: Focusing on building a contingent of Party members with firm conviction, political reliability, reasonable structure, excellent quality, strict discipline and prominent role, do a good job in the education, management, supervision and service of Party members and Party members.
In developing party members, they should put political standards in the first place in accordance with the general requirements of controlling the total amount, optimizing the structure, improving quality, and playing a role, and strictly control procedures and ensure the quality of newly developed party members. Strengthen the construction of the ranks of activists who join the party, and strengthen the education and training of development targets and preparatory party members.
Party member education should take the study and implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the primary political task, organize and carry out centralized education within the Party and regular education for Party members, adhere to the combination of organizational training and individual self-study, and guide Party members not to forget their original intention, remember their mission, and make unremitting efforts.
Party member management shall strictly do a good job in party membership management, organizational relationship management, party fee collection and use management, daily supervision, organizational disposal, and other such work, and strengthen and improve the management of floating party members. Combined with the actual conditions of different groups of Party members, organize and guide Party members to give full play to their vanguard and exemplary role.
Strengthen inner-party encouragement, care and assistance, protect the democratic rights of party members, carry out inner-party commendations, and do a good job in caring for and serving party members.
Article 16 Adhere to democratic centralism, improve the relevant systems for developing inner-party democracy and implementing correct centralism. Adhere to the system of party congresses, improve the inner-party election system, and implement the system of term of office for delegates to party congresses and the term of office of party organizations at all levels. Establish and improve a complete organizational system including organizational setup, organizational life, organizational operation, organizational management, organizational supervision, etc., and improve the system for party committees (party groups) to implement the responsibility of comprehensively and strictly administering the main body of the party.
Article 17 Strictly implement the "Several Guidelines for Inner-Party Political Life in the New Situation", adhere to and improve the system of democratic life meetings and organizational life meetings, improve the systems of "three sessions and one lesson", themed party days, heart-to-heart talks, democratic appraisal of party members, etc., implement the system of dual organizational life of party-member leading cadres, develop a positive and healthy inner-party political culture, ensure that the party's organizational life is frequent, conscientious, and serious, constantly enhance its political, epochal, principled and combative nature, and continuously enhance the party's self-purification, self-improvement, self-renewal, and self-renewal. Self-improvement ability.
Article 18 Party organizations at all levels and all Party members must resolutely safeguard the position of General Secretary Xi Jinping as the core of the Party Central Committee and the core of the whole Party, resolutely safeguard the authority and centralized and unified leadership of the Party Central Committee, insist that individual Party members obey the Party organization, the minority obey the majority, the subordinate organizations obey the higher organization, and all Party organizations and all Party members obey the Party's National Congress and Central Committee. Implement the strategic plan for comprehensively and strictly administering the party, constantly improve the requirements for organizational discipline, carry out in-depth discipline education, strengthen supervision and inspection of the implementation of organizational discipline, seriously investigate and deal with violations of organizational discipline, enhance the authority and binding force of discipline, and ensure that orders must be carried out, prohibitions must be stopped, discipline must be strictly enforced, and violations of discipline must be investigated.
Chapter IV Cadre Work
Article 19 Adhere to the principle of the Party exercising control over cadres, persist in having both ability and political integrity, give priority to virtue, persist in appointing people on the basis of merit, adhere to the standards of good cadres, adhere to the correct orientation in employing personnel, make overall plans for the cultivation of cadre quality, knowledge of people, selection and appointment, strict management, and the establishment of a positive incentive system, coordinate the building of leading bodies and the contingent of cadres, coordinate the building of the contingent of cadres in party and government organs, people's organizations, state-owned enterprises and institutions, and strive to build a contingent of high-quality professional cadres who are loyal, clean and responsible.
Article 20 The system of hierarchical and categorical management of cadre work shall be implemented under the centralized and unified leadership of the Party Central Committee. Party committees (leading party groups) and their organizational departments shall strengthen unified management of cadre work. According to the division of powers, the characteristics of the attributes of industries and fields, the institutional setup and business management system, and the needs of team building, reasonably determine the responsibilities, scope, authority, methods and procedures of cadre management, and do a good job in the dual management of cadres.
Article 21: In the building of leading bodies, the party's political construction must be given top priority, adhere to high standards and strict requirements, persist in overall planning and overall advancement, adhere to categorical guidance and precise policies, strictly implement democratic centralism, deepen theoretical arming, optimize the structure of the leading bodies, enhance the overall functions, maintain the stability of the leading bodies, improve political judgment, political comprehension, and political execution, and strive to forge leading bodies at all levels into faithful practices of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. A strong leadership collective that firmly implements the decisions and arrangements of the Party Central Committee.
Article 22: Establish and complete a quality training system that cultivates at source, follow-up, and throughout the process, highlighting political quality, paying attention to classification and grading, strengthening ideological tempering, political experience, practical training, and professional training, and running ideological and theoretical arming, ideal and belief education, knowledge structure improvement, and ability and quality improvement throughout the entire process of cadre growth. Attention should be paid to training and tempering cadres at the grassroots level and in difficult and arduous areas, enhancing the spirit of struggle, and improving their ability to govern, so that the political literacy, theoretical level, professional ability, and practical skills of the vast number of cadres can keep pace with the development of the times.
Article 23: Establish and complete a system of knowledgeable persons in daily assessments, categorical assessments, and close-range assessments, implement the new development concept, adhere to the correct concept of political performance, regard distinguishing between the good and the bad, rewarding the good and punishing the inferior, motivating responsibility, and promoting development as the basic tasks, optimize the content of assessment and the system of assessment indicators, improve the methods and methods of assessment, make overall plans to carry out peacetime, annual assessment, special evaluation, and term evaluation, understand cadres in an all-round and multi-channel manner, and pay attention to grasping the performance of cadres in major tasks and major struggles. Strengthen the use of assessment results, combine assessment results with cadre selection and appointment, education and training, management supervision, incentive and restraint, accountability and accountability, etc., and promote the formation of a correct orientation for the promotion of the able, the reward of the excellent, the inferiority of the mediocre, and the survival of the inferior.
Article 24 Establish and improve a selection and appointment system that puts morality first, appointing people on the basis of merit and appropriate personnel, give full play to the leadership and gatekeeping role of Party organizations, put political standards in the first place, strictly control politics, conduct, ability, work style and integrity, strictly implement the principles, conditions and procedures for the selection and appointment of cadres, strictly implement the system of cadres' tenure and recusal from office, establish an employment orientation that pays attention to grassroots units, pays attention to practice, and stresses heavy responsibilities, improves the quality of cadre inspection, and selects and appoints personnel accurately and scientifically. We should earnestly select and use the good cadres needed by the party and the people. Strengthen supervision over the entire process of cadre selection and appointment, and create a clean and upright environment for selecting and employing personnel.
Broaden the horizon of selecting and employing personnel, promote cadre exchanges between localities and departments, between regions, between departments, and between party and government organs and state-owned enterprises and institutions, as well as other social organizations, and comprehensively use methods such as aid and temporary posts to increase support for the selection and dispatch of cadres for major national strategies.
Article 25 Establish and complete a strict management system for managing ideology, work, work style, and discipline, focusing on leading cadres, especially the principal party and government posts, and highlighting political supervision over cadres' "two safeguards", abiding by the party constitution, party rules, party discipline, constitution and laws and regulations, implementing the party's line, principles and policies, implementing the decisions and arrangements of the party Central Committee, and abiding by the norms of political life within the party. We should persist in grasping small things as early as possible and on a regular basis, strengthen daily management and supervision over the performance of duties and responsibilities, and urge the vast number of cadres to perform their duties, exercise their powers, and carry out their work in strict accordance with the system.
Article 26 Establish and complete a positive incentive system that advocates practical work, drives responsibility, and encourages people, persists in combining strict management with benevolence, and attaches equal importance to encouragement and restraint, strengthens the incentive and protection of cadres who dare to take on good responsibilities, and guides officials with the correct employment orientation to start a business. Correctly treat and rationally use cadres who have been held accountable and punished, improve the system for clarifying the correct names of cadres who have been falsely accused, improve the system of commendations and rewards, implement and improve the system of cadres' salaries, benefits, and insurance, show concern for the physical and mental health of cadres, increase the intensity of policies for grassroots cadres, especially cadres in difficult and arduous areas, and fully mobilize the enthusiasm, initiative, and creativity of the vast number of cadres and officials in starting businesses.
Article 27 Focusing on the needs of the long-term development of the cause of the Party and the State, persist in broadening sources, optimizing structure, improving methods and improving quality, discover and select outstanding young cadres from all fronts, fields and industries, optimize growth paths, establish a mechanism for normalizing the training and training of cadres that is linked from top to bottom and paying long-term attention, improve the mechanism of timely use and dynamic management, improve the system and measures to promote outstanding young cadres to stand out, and promote young cadres to strengthen ideological and theoretical armament and grassroots practical training, and improve their ability to solve practical problems. Make good use of cadres of all ages and optimize the echelon structure of the cadre ranks. Make overall plans for the training and selection of female cadres, ethnic minority cadres, and non-party cadres.
Article 28 Strengthen the Party's centralized and unified leadership over the contingent of civil servants, and complete a uniform, standardized and efficient leadership system for civil servant work. Implement the Law of the People's Republic of China on Civil Servants, improve the civil service system with Chinese characteristics, improve the parallel positions and grades, recruitment exchanges, evaluation, rewards and punishments, training supervision and other systems, build a standardized and complete system of civil servant management laws and regulations, and improve the scientific and effective civil servant management mechanism. Adhere to and improve the categorical management of civil servants, and improve the efficiency and scientific level of management.
Article 29 Strictly implement the cadre retirement system, strengthen the ideological and political construction of retired cadres and the building of party organizations, improve and innovate the service management of retired cadres, and organize and guide retired cadres to play their role.
Article 30: Uphold and strengthen the Party's centralized and unified leadership over the establishment of institutions, establish and complete the work system of the Office of the Establishment Committee for the Unified Management of Organizational Departments, do a good job in improving the work related to the leadership and management system, coordinate the resources of cadres and institutional establishment, and ensure the organic connection between institutional establishment management and cadre management.
Chapter V: Personnel Work
Article 31: Adhere to the principle of the Party managing talents, establish the strategic position of talent-led development, follow the laws of the socialist market economy and the growth of talents, break down the ideological concepts and institutional obstacles that restrict the development of talents, build a scientific, standardized, open, inclusive, and efficient talent development governance system, cultivate, introduce, and make good use of talents in an all-round way, strive to gather outstanding talents in all aspects who are patriotic and dedicated, promote the implementation of the strategy of strengthening the country with talents and the innovation-driven development strategy, and provide strong talent support for the great cause of national rejuvenation.
Article 32 Party committees (leading Party groups) at all levels shall strengthen leadership over the work of talent in their respective regions and departments, forming a work pattern in which the Party committee has unified leadership, the organization department takes the lead in grasping the overall work, the relevant departments each perform their own duties and cooperate closely, the employer plays the main role and social forces widely participate.
The Party Central Committee has set up a central coordination group for talent work to provide macro guidance, overall coordination, policy innovation, key promotion, supervision and inspection of the national talent work and the construction of the talent team. The Central Talent Work Coordination Group has an office responsible for handling the daily work of the Central Talent Work Coordination Group. The Office of the Central Talent Work Coordination Group is located in the Central Organization Department.
Local party committees shall set up leadership (coordination) institutions for talent work to coordinate the work of qualified personnel and the construction of talent teams in their respective regions. Functional departments within the system under the Party committee and government that undertake more functions or concentrate talent may establish leading institutions and offices for talent work according to actual conditions.
Article 33 Closely centering on the needs of economic and social development, focusing on major development strategies, strengthening macro planning for the construction of the talent team, and cultivating a large number of high-quality talents with both ability and political integrity. Adhere to high-end guidance and overall development, organize the implementation of major talent projects, and coordinate and promote the construction of talent teams in various fields.
Article 34 Establish a global vision and strategic vision, implement a more active, open and effective talent policy, adhere to the use-oriented approach, and gather talents from all over the world to use them. Promote the optimal allocation of human resources, give full play to the decisive role of the market and better play the role of the government, and encourage and guide the flow of talents to difficult remote areas and grassroots frontlines.
Article 35: Coordinate and advance the reform of talent development systems and mechanisms and policy innovation, resolutely eliminate only papers, professional titles, academic degrees, and awards, complete mechanisms for the introduction, training, use, evaluation, mobility, and incentive of talents, accelerate the construction of a talent system that is attractive and internationally competitive, delegate authority to employing entities, loosen constraints on talents, and stimulate the vitality of talent innovation.
Article 36 Give play to the Party's advantages in politics, organization, and close ties with the masses, strengthen political guidance and political absorption of talented people in all fields, and guide the vast number of talented people to be patriotic and dedicated, and have the courage to innovate and create. Adhere to the system of party committees contacting service experts, improve the working mechanism for leading cadres to directly contact and serve talents, listen to the opinions and suggestions of talents in a timely manner, and care about the work and life of talents.
Article 37 Establish a strong awareness of talents, improve the talent service guarantee system, strengthen the publicity of outstanding talents and advanced models, create a good atmosphere of respect for labor, knowledge, talent and creativity, encourage innovation, tolerate failure, and create a vivid situation in which everyone can become a talent and everyone can display their talents.
Chapter VI: Safeguards and Supervision
Article 38 Party committees (leading Party groups) at all levels shall earnestly strengthen leadership over organizational work, show concern for and support organizational departments in performing their duties and carrying out work, rationally allocate institutional establishments, enrich work forces, provide necessary working conditions and funding guarantees, make overall plans and coordinate all aspects, and form a joint force to do a good job in organizational work. Strengthen the building of the leading bodies of organizational departments, and pay attention to selecting cadres who are politically strong, adhere to principles, are fair and upright, and have experience in party affairs work to serve as leading cadres of organizational departments.
Article 39: Organization departments shall resolutely implement the decision-making and deployment of the Party Central Committee and Party committees (leading Party groups), and strictly implement the system of requesting instructions and reporting on major matters. Adhere to and improve the meeting system of the ministerial council, improve the rules of procedure and procedures, and give full play to the collective leadership and gatekeeping role of the ministerial council.
Article 40: Organizational departments shall focus on their main business, complete working mechanisms, optimize work processes, strengthen investigation and research, and pay attention to the use of Internet technology, digital technology, and information technology to increase work efficiency.
Article 41: Organization departments shall strengthen the awareness of political organs, take the lead in carrying forward the party's glorious traditions and fine work style, take the lead in strengthening the "four consciousnesses," strengthen the "four self-confidences," and achieve the "two safeguards," persist in taking the party's political construction as the command, thoroughly promote strict management of the ministry, strict self-discipline, and strict leadership of the contingent, and strive to build model departments that stress politics, value justice, are professionally sophisticated, and have a good work style, so that the party Central Committee can rest assured, party members and cadres can trust talents, and the people are satisfied.
Strengthen the construction of the contingent of cadres organizing workers, strengthen education in political discipline and political rules, strictly abide by organizational and personnel discipline and confidentiality discipline, adhere to honesty and integrity, focus on improving professional capabilities, and ensure absolute political reliability and absolute loyalty to the party.
Article 42: Party committees (leading party groups) at all levels shall implement the responsibility of comprehensively and strictly administering the main body of the party, strengthen supervision and inspection of the implementation of these Regulations, and include the implementation of these Regulations in the assessment of leading bodies and leading cadres, and include them in the scope of inspections and inspections.
Article 43: Where the relevant provisions of these Regulations are violated, criticism and education, orders for inspection, admonition, organization of handling, or sanctions are to be given in accordance with rules and discipline and law, based on the seriousness of the circumstances.
Chapter VII Supplementary Provisions
Article 44: The Central Military Commission may formulate relevant provisions in accordance with the spirit of these Regulations.
Article 45 The Central Organization Department is responsible for the interpretation of these Regulations.
Article 46: These Regulations shall take effect on the date of promulgation.
