Marxism-Leninism reveals the law of the historical development of human society, and its basic principles are correct and have strong vitality. The highest communist ideal pursued by the Chinese Communists can only be realized on the basis of a fully developed and highly developed socialist society. The development and improvement of the socialist system is a long-term historical process. By adhering to the basic tenets of Marxism-Leninism and taking the road voluntarily chosen by the Chinese people suited to China's national conditions, China's socialist cause is bound to win ultimate victory.

The Chinese Communists, mainly represented by Comrade Mao Zedong, combined the basic tenets of Marxism-Leninism with the concrete practice of the Chinese revolution and founded Mao Zedong Thought. Mao Zedong Thought is the application and development of Marxism-Leninism in China, a correct theoretical principle and summation of experience on China's revolution and construction that has been proven by practice, and the crystallization of the collective wisdom of the Communist Party of China. Under the guidance of Mao Zedong Thought, the Communist Party of China led the people of all ethnic groups throughout the country to win the victory of the New Democratic Revolution and establish the People's Democratic Dictatorship of the People's Republic of China after a long revolutionary struggle against imperialism, feudalism and bureaucratic capitalism. Consistently fulfilling the "three represents" is the foundation for our party to build the party, the basis for its ruling power, and the source of its strength.

Since the 16th CPC National Congress, the Chinese Communists, mainly represented by Comrade Hu Jintao, have persistently taken Deng Xiaoping Theory and the important thinking of the "three represents" as their guide, profoundly understood and answered major questions such as what kind of development to achieve and how to develop under the new development requirements in accordance with the new development requirements, and formed a scientific outlook on development that is people-oriented and comprehensively coordinates sustainable development. Party building must resolutely fulfill the following five basic requirements:

First, adhere to the party's basic line. The whole party should use Deng Xiaoping Theory, the important thinking of "three represents", the scientific outlook on development, Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the party's basic line to unify its thinking and actions, and unswervingly adhere to it for a long time. We must unify reform and opening up with the four cardinal principles, comprehensively implement the party's basic line, oppose all erroneous tendencies of the "left" and the right, and be vigilant against the right, but mainly against the "left." We should strengthen the building of leading bodies at all levels, train and select good cadres needed by the party and the people, train and bring up millions of successors to the socialist cause, and organizationally ensure the implementation of the party's basic theory, basic line, and basic strategy.

Second, persist in emancipating the mind, seeking truth from facts, advancing with the times, and seeking truth and pragmatism. Third, persist in serving the people wholeheartedly. Apart from the interests of the working class and the broadest masses of the people, the Party has no special interests of its own. The leadership of the Communist Party of China is the most essential feature of socialism with Chinese characteristics and the greatest advantage of the socialist system with Chinese characteristics. The party must strengthen its leadership over trade unions, the Communist Youth League, the Women's Federation, and other mass organizations, so that they can maintain and enhance their political, advanced and mass nature and play their full role. Article 1 Chinese workers, peasants, soldiers, intellectuals and advanced elements of other social strata who have reached the age of 18 and acknowledge the Party's program and constitution, are willing to join and actively work in one of the Party's organizations, implement the Party's resolutions and pay Party dues on time may apply to join the Communist Party of China.

Article 2 Members of the Communist Party of China are vanguard fighters of the Chinese working class with communist consciousness.

Members of the Communist Party of China must serve the people wholeheartedly, sacrifice everything they have, and strive for communism all their lives.

Members of the Communist Party of China are always ordinary members of the working people. Except for personal interests and work functions within the scope of laws and policies, all Communist Party members are not allowed to seek any personal interests or privileges.

Article 3 Party members must perform the following obligations:

(1) Conscientiously study Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thinking of the "three represents", the Scientific Outlook on Development, and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, study the party's line, principles, policies, and resolutions, study the party's basic knowledge, and study scientific, cultural, legal and professional knowledge, and strive to improve their ability to serve the people.

(2) Implementing the party's basic line and various principles and policies, taking the lead in participating in reform, opening up and socialist modernization, leading the masses to struggle hard for economic development and social progress, and playing a vanguard and exemplary role in production, work, study and social life.

(3) Persist in putting the interests of the party and the people above all else, subordinate personal interests to the interests of the party and the people, endure hardships first, enjoy later, self-denying public service, and make more contributions.

(4) Conscientiously abide by the Party's discipline, first of all, the Party's political discipline and political rules, exemplary compliance with the laws and regulations of the State, strictly protect the secrets of the Party and the State, implement the Party's decisions, obey organizational assignments, and actively fulfill the Party's tasks.

(5) Safeguard the unity and unity of the Party, be honest and loyal to the Party, match words with deeds, resolutely oppose all factional organizations and small group activities, and oppose duplicitous behavior and all conspiracies and tricks.

(6) Earnestly carry out criticism and self-criticism, have the courage to expose and correct shortcomings and mistakes in words and deeds and work that violate the party's principles, and resolutely struggle against negative and corrupt phenomena.

(7) Maintain close ties with the masses, publicize the party's propositions to the masses, consult with the masses in case of incidents, promptly reflect the opinions and demands of the masses to the party, and safeguard the legitimate interests of the masses.

(8) Carry forward the new trend of socialism, take the lead in practicing the core socialist values and the socialist concept of honor and disgrace, advocate communist morality, carry forward the traditional virtues of the Chinese nation, and stand up at all difficult and dangerous moments to protect the interests of the country and the people, struggle heroically, and not be afraid of sacrifice.

Article 4 Party members enjoy the following rights:

(1) Attend relevant Party meetings, read relevant Party documents, and receive Party education and training.

(2) Participate in discussions on Party policy issues at Party meetings and in Party newspapers and journals.

(3) Making suggestions and initiatives on the work of the Party.

(4) Criticizing any Party organization and any Party member on a basis at a Party meeting, responsibly exposing and reporting to the Party the facts of violations of law and discipline by any Party organization and any Party member, demanding that Party members who violate the law and discipline be punished, and demanding the removal or replacement of incompetent cadres.

(5) Exercising the right to vote and vote, and having the right to be elected.

(6) When the Party organization discusses and decides on the disciplinary sanction or appraisal of a Party member, he has the right to participate in and defend himself, and other Party members may testify and defend him.

(7) If there is any disagreement with the Party's resolutions and policies, on the premise of resolutely implementing them, they may declare their reservations, and may submit their opinions to the Party's higher organizations up to the Central Committee.

(8) Submit requests, appeals and accusations to the higher organizations of the Party up to the Central Committee, and request responsible answers from the relevant organizations.

No Party organization at any level, up to the Central Committee, has the right to deprive Party members of these rights.

Article 5 In recruiting Party members, we must put political criteria in the first place, go through Party branches, and adhere to the principle of individual assimilation.

Those who apply to join the party must fill in the volunteer form for joining the party, have two official party members as introducers, pass the branch meeting and the approval of the party organization at a higher level, and go through the preliminary period of investigation before they can become official party members.

The introducer should carefully understand the applicant's thinking, quality, experience and work performance, explain to him the party's program and the party's constitution, explain the conditions, obligations and rights of party members, and make a responsible report to the party organization.

The party branch committee should pay attention to soliciting the opinions of the masses concerned inside and outside the party for those who apply to join the party, conduct a strict examination, and submit it to the branch meeting for discussion after it is deemed qualified.

Before approving an applicant to join the party, the higher-level party organization should send someone to talk with him to further understand him and help him enhance his understanding of the party.

Under special circumstances, the Party Central Committee and provincial, autonomous region and municipal committees directly under the Central Government may directly accept Party members.

Article 6 Prospective Party members must take the oath of membership in front of the Party flag. The oath is as follows: I volunteer to join the Communist Party of China, support the party's program, abide by the party's constitution, fulfill my obligations as a party member, implement the party's decisions, strictly abide by the party's discipline, keep the party's secrets, be loyal to the party, work actively, fight for communism all my life, be ready to sacrifice everything for the party and the people, and never betray the party.

Article 7 The preparatory period for reserve Party members shall be one year. Party organizations shall conscientiously educate and examine prospective Party members.

The obligations of reserve members are the same as those of regular members. The rights of reserve members are the same as those of regular members, except that they do not have the right to vote, to vote and to stand for election.

Upon the expiration of the preparatory period for a reserve party member, the party branch shall promptly discuss whether he can be converted to a full party member. Those who conscientiously perform their obligations as party members and meet the requirements for party membership shall be converted to regular party members on schedule; Where it is necessary to continue investigation and education, the preparatory period may be extended, but not more than one year; Those who fail to perform their obligations as party members and do not meet the requirements for party membership shall be disqualified from reserve party membership. The conversion of reserve party members into regular party members, or the extension of the preparatory period, or the cancellation of reserve party membership, shall be discussed and approved by the branch meeting and approved by the party organization at the higher level.

The preparatory period for a reserve member is calculated from the date on which the branch meeting approves him as a reserve member. The age of a Party member shall be counted from the date on which he or she becomes a full member of the Party at the end of the preparatory period.

Article 8 Every Party member, regardless of his or her position, must be incorporated into a branch, group or other specific organization of the Party, participate in the organizational life of the Party, and accept the supervision of the masses inside and outside the Party. Leading party-member cadres must also participate in democratic life meetings of party committees and leading party groups. No special Party members who do not participate in the organizational life of the Party and do not accept the supervision of the masses inside and outside the Party are not permitted.

Article 9 Party members have the freedom to withdraw from the Party. Party members who request to withdraw from the Party shall announce their removal after discussion at the branch meeting and report them to the Party organization at the higher level for the record.

If a Party member lacks the revolutionary will, fails to fulfill his obligations as a Party member, and does not meet the requirements for Party membership, the Party branch shall educate him and require him to make corrections within a time limit; If there is still no change after education, he should be persuaded to quit the party. Advising Party members to withdraw from the Party shall be discussed and decided upon at the branch meeting and reported to the Party organization at the higher level for approval. If a party member who has been advised to quit the party persists in not withdrawing, he shall be submitted to the branch meeting for discussion and a decision to remove him from the party, and report to the party organization at a higher level for approval.

If a Party member does not participate in the organizational life of the Party for six consecutive months, or does not pay the Party dues, or does not do the work assigned by the Party without justifiable reasons, he or she is considered to have left the Party on his own. The branch meeting shall decide to remove such Party members and report them to the Party organization at the higher level for approval.

Chapter II: The Party's Organizational System

Article 10 The Party is a unified whole organized in accordance with democratic centralism in accordance with its own program and constitution. The basic principles of democratic centralism in the Party are:

(1) Individual Party members are subordinate to the Party organization, minorities to the majority, subordinate organizations to the higher organization, and all Party organizations and all Party members to the Party's National Congress and Central Committee.

(2) The leading organs of the Party at all levels, with the exception of the representative organs they send and the leading groups of the Party in non-Party organizations, shall be elected.

(3) The highest leading organ of the Party shall be the National Congress of the Party and the Central Committee elected by it. The local leading organs of the Party at all levels are the local Party congresses at all levels and the committees they produce. Party committees at all levels are responsible to and report on their work to congresses at their respective levels.

(4) The Party's higher-level organizations should regularly listen to the opinions of lower-level organizations and the masses of Party members, and promptly resolve the problems raised by them. Subordinate Party organizations should not only seek instructions and report on their work to higher-level organizations, but also independently and responsibly solve problems within the scope of their own duties. Higher-level and lower-level organizations should exchange information, support each other, and supervise each other. Party organizations at all levels should make party affairs open in accordance with regulations so that party members can have a better understanding of and participation in party affairs.

(5) Party committees at all levels practice a system that combines collective leadership with individual division of labor and responsibility. All major issues should be discussed and decided collectively by the Party committees in accordance with the principles of collective leadership, democratic centralization, individual deliberation, and decision at meetings; Committee members should earnestly perform their duties in accordance with collective decisions and division of labour.

(6) The Party prohibits any form of personality cult. It is necessary to ensure that the activities of party leaders are under the supervision of the party and the people, and at the same time safeguard the prestige of all leaders who represent the interests of the party and the people.

Article 11 The selection of deputies and committees to Party congresses at all levels shall reflect the will of the electors. Elections are held by secret ballot. The list of candidates should be fully deliberated and discussed by the party organization and the electors. Formal elections may be conducted directly by means of a margin election in which the number of candidates exceeds the number of candidates to be elected. Pre-selection could also be conducted using a margin election to produce a list of candidates and then a formal election. Electors have the right to know the candidates, to request a change of candidates, not to vote for any candidate and to elect someone else. No organization or individual may in any way compel an elector to elect or not elect a person.

In the election of local party congresses and grass-roots congresses at various levels, if there is a violation of the party constitution, the party committee at the higher level shall, after investigation and verification, make a decision on the invalidity of the election and take corresponding measures, and report it to the party committee at the next higher level for examination and approval, and officially announce its implementation.

Deputies to party congresses at all levels practice the term system.

Article 12 When necessary, the Party Central and local committees at all levels convene meetings of deputies to discuss and decide on major issues that need to be resolved in a timely manner. The number of delegates to the Council of Representatives and the method of selection shall be decided by the committee convening the Conference.

Article 13 Any establishment of a new Party organization or the abolition of the Party's original organization must be decided by the Party organization at the higher level.

When the Party's local congresses at all levels and grass-roots congresses are not in session, the Party organization at the higher level may, when it deems it necessary, transfer or appoint the responsible person of the Party organization at the lower level.

The Party's central and local committees at all levels may send representative organs.

Article 14 The Party Central Committee and provincial, autonomous region, and directly governed municipality committees implement an inspection system, and within one term of office, the Party organizations of the localities, departments, enterprises and institutions under their management shall be fully covered by inspections.

The party groups (party committees) of relevant central ministries and commissions and state organs and departments carry out inspection work according to the needs of work.

The party's city (prefecture, prefecture, league) and county (city, district, banner) committees shall establish an inspection system.

Article 15 When the Party's leading organs at all levels make decisions on important issues related to lower-level organizations, they shall, under normal circumstances, solicit the opinions of lower-level organizations. It is necessary to ensure that subordinate organizations can exercise their functions and powers normally. If there are no special circumstances, the higher-level leading organ shall not interfere in any matter that should be handled by a subordinate organization.

Article 16 On major policy issues of a national nature, only the Party Central Committee has the right to make decisions, and Party organizations in all departments and localities may make suggestions to the Central Committee, but they must not make decisions or express their opinions to the outside without authorization.

Subordinate organizations of the Party must resolutely implement the decisions of their higher organizations. If the subordinate organization believes that the decision of the superior organization does not conform to the actual situation of the region or department, it may request a change; If the parent organization insists on the original decision, the lower organization must implement it and may not publicly express a different opinion, but has the right to report to the next higher organization.

Newspapers, periodicals and other propaganda tools of Party organizations at all levels must publicize the Party's line, principles, policies, and resolutions.

Article 17 Party organizations must implement the principle of minority obeying the majority when discussing and deciding issues. Important issues are decided and voted on. The dissenting views of minorities should be carefully considered. If there is a dispute on an important issue and the number of the two parties is close, the decision shall be postponed, further investigation and study, exchange of views and vote next time, except in urgent cases where the majority opinion must be followed; In exceptional cases, the dispute may also be reported to a higher organization for adjudication.

If an individual Party member expresses an important proposition on behalf of the Party organization, if it exceeds the scope of the Party organization's existing decision, he or she must submit it to the Party organization to which he or she belongs for discussion and decision, or seek instructions from the Party organization at a higher level. No Party member, regardless of his position, can personally decide on major issues; In case of emergency, when a decision must be made by an individual, it must be promptly reported to the Party organization afterwards. No leader is allowed to exercise personal arbitrariness and put the individual above the organization.

Article 18 The Party Central Committee, localities and grassroots organizations must attach importance to Party building, regularly discuss and inspect the Party's propaganda work, educational work, organizational work, discipline inspection work, mass work, united front work, etc., and pay attention to studying the ideological and political situation inside and outside the Party.

Chapter III: The Central Organization of the Party

Article 19 The National Party Congress shall be held once every five years and shall be convened by the Central Committee. The National Congress may be held earlier if the Central Committee deems it necessary, or if more than one-third of the provincial-level organizations so request; In the absence of extraordinary circumstances, the event cannot be postponed.

The number of deputies to the National Congress and the method of election shall be decided by the Central Committee.

Article 20 The functions and powers of the National Party Congress are:

(1) Hearing and examining the report of the Central Committee;

(2) Reviewing the report of the Central Commission for Discipline Inspection;

(3) to discuss and decide on major issues of the Party;

(4) amending the Party's Constitution;

(5) to elect the Central Committee;

(6) Elect the Central Commission for Discipline Inspection.

Article 21 The functions and powers of the National Congress of the Party are: to discuss and decide on major issues; Adjust and co-opt some members of the Central Committee and the Central Commission for Discipline Inspection. The amount of adjustment and co-election of Central Committee members and alternate Central Committee members shall not exceed one-fifth of the total number of Central Committee members and alternate Central Committee members elected by the National Party Congress.

Article 22 The term of office of the Central Committee of the Party is five years. If the National Convention is held earlier or later, its term of office is changed accordingly. Members and alternate members of the Central Committee must have at least five years of party experience. The number of members and alternate members of the Central Committee shall be decided by the National Congress. Vacancies in the Central Committee shall be filled by alternate members of the Central Committee in the order of the number of votes obtained.

The plenary session of the Central Committee is convened by the Politburo of the Central Committee and is held at least once a year. The Politburo reports its work to the plenary session of the Central Committee and is subject to supervision.

When the National Congress is not in session, the Central Committee implements the resolutions of the National Congress, leads all the work of the Party, and represents the Communist Party of China externally.

Article 23 The Politburo, the Standing Committee of the Politburo and the General Secretary of the Central Committee shall be elected by the plenary session of the Central Committee. The General Secretary of the Central Committee must be elected from among the members of the Politburo Standing Committee.

The Politburo and its Standing Committee exercise the functions and powers of the Central Committee when the plenary session of the Central Committee is not in session.

The Secretariat of the Central Committee is the office of the Politburo and its Standing Committee; Members are nominated by the Politburo Standing Committee and approved by the plenary session of the Central Committee.

The General Secretary of the Central Committee is responsible for convening meetings of the Politburo and the Standing Committee of the Politburo, and presides over the work of the Secretariat.

The composition of the Party's Central Military Commission shall be decided by the Central Committee, and the Central Military Commission shall implement the chairman responsibility system.

The central leading body and central leaders elected by each Central Committee shall continue to preside over the regular work of the Party during the session of the next National Congress until the next Central Committee elects a new central leading body and central leadership.

Article 24 The Party organizations of the Chinese People's Liberation Army shall carry out their work in accordance with the instructions of the Central Committee. The Central Military Commission is responsible for Party and political work in the armed forces, and stipulates the organizational structure and institutions of the Party in the armed forces.

Chapter IV: Local Party Organizations

Article 25 The congresses of the Party of provinces, autonomous regions and municipalities directly under the Central Government, the congresses of districted cities and autonomous prefectures, and the congresses of counties (banners), autonomous counties, cities without districts and municipal districts shall be held once every five years.

Local Party congresses at all levels are convened by Party committees at the same level. In exceptional circumstances, with the approval of the higher committee, it may be held earlier or later.

The number of deputies to local Party congresses at various levels and the methods for electing them shall be decided by the Party committee at the same level and submitted to the Party committee at the next higher level for approval.

Article 26 The functions and powers of the local Party congresses at all levels are:

(1) Hearing and reviewing the reports of committees at the same level;

(2) Reviewing the reports of disciplinary inspection commissions at the same level;

(3) Discuss and make resolutions on major issues within the region;

(4) Elect the Party committee at the same level and the discipline inspection commission of the Party at the same level.

Article 27 The term of office of the Party's provincial, autonomous region, directly governed municipality, districted city and autonomous prefecture committee shall be five years. Members and alternate members of these committees must have at least five years of party experience.

The term of office of the Party's county (banner), autonomous county, non-districted city and municipal district committee shall be five years. Members and alternate members of these committees must have at least three years of party experience.

If the local Party congresses are held earlier or later, the term of office of the committees elected by them is changed accordingly.

The number of members and alternate members of local party committees at all levels shall be decided by the committee at the next higher level. Vacancies in the members of local party committees at all levels shall be filled by alternate members in order of the number of votes obtained.

Plenary meetings of local Party committees at all levels shall be held at least twice a year.

When the congress is not in session, the local party committees at all levels implement the instructions of the party organization at the higher level and the resolutions of the party congress at the same level, lead the work of their own localities, and regularly report their work to the party committee at the higher level.

Article 28 The plenary meetings of the local Party committees at all levels shall elect the Standing Committee, the secretaries and deputy secretaries, and report to the Party committee at the higher level for approval. The standing committees of local Party committees at all levels shall exercise the functions and powers of the committees when the plenary sessions of the committees are not in session; During the next session of the Congress, continue to preside over the regular work until a new Standing Committee is formed.

The standing committees of the party's local committees at all levels regularly report their work to the plenary meetings of the committees and accept supervision.

Article 29 The Party's regional committees and organizations equivalent to regional committees are the representative organs dispatched by the Party's provincial and autonomous regional committees within the limits of several counties, autonomous counties and cities. It leads the work of the region under the authority of the provincial and autonomous regional committees.

Chapter V: Grassroots Party Organizations

Article 30 Enterprises, rural areas, government organs, schools, scientific research institutes, neighborhood communities, social organizations, companies of the People's Liberation Army and other grass-roots units that have three or more formal Party members shall establish grass-roots Party organizations.

Grass-roots Party organizations shall, in accordance with the needs of work and the number of Party members, and with the approval of the Party organization at a higher level, establish the Party's grass-roots committees, general branch committees and branch committees. Grass-roots committees are elected by the Party member congress or congress, and the general branch committee and branch committee are elected by the party member congress.

Article 31 The term of office of the Party's grass-roots committees, general branch committees and branch committees is three to five years. After the secretaries and deputy secretaries of grass-roots committees, general branch committees, and branch committees are elected, they shall report to the Party organization at the higher level for approval.

Article 32 The Party's grass-roots organizations are the Party's fighting bastions in the grass-roots organizations of society and the basis for all the Party's work and combat effectiveness. Its basic tasks are:

(1) Publicize and implement the Party's line, principles and policies, publicize and implement the resolutions of the Party Central Committee, higher-level organizations, and the Organization, give full play to the vanguard and exemplary role of Party members, actively strive for excellence, unite and organize cadres and the masses inside and outside the Party, and strive to fulfill the tasks undertaken by their own units.

(2) Organize Party members to conscientiously study Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thinking of the "three represents", the Scientific Outlook on Development, and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, promote the normalization and institutionalization of the "two studies and one doing" study and education, study the Party's line, principles, policies and resolutions, study the Party's basic knowledge, and learn scientific, cultural, legal and professional knowledge.

(3) Education, management, supervision and service of Party members, improve the quality of Party members, strengthen ideals and convictions, strengthen Party spirit, strictly enforce Party organizational life, carry out criticism and self-criticism, safeguard and enforce Party discipline, supervise Party members' conscientious performance of obligations, and ensure that the rights of Party members are not violated. Strengthen and improve the management of floating party members.

(4) Maintain close ties with the masses, constantly understand the masses' criticisms and opinions on party members and the party's work, safeguard the legitimate rights and interests of the masses, and do a good job in the ideological and political work of the masses.

(5) Give full play to the enthusiasm and creativity of Party members and the masses, discover, train and recommend outstanding talents among them, and encourage and support them to contribute their wisdom and talents in reform, opening up and socialist modernization.

(6) Educate and train activists who want to join the party, do a good job in regularly recruiting party members, and attach importance to recruiting party members in the front line of production and work and among young people.

(7) Supervise the strict observance of state laws and regulations, strict compliance with state financial and economic laws and regulations and personnel systems by party-member cadres and any other functionaries, and must not encroach upon the interests of the state, collectives and the masses.

(8) Educate Party members and the masses to consciously resist undesirable tendencies and resolutely struggle against all kinds of violations of discipline and law.

Article 33 The grass-roots party committees of neighborhoods, townships and towns and the party organizations of villages and communities shall lead the work and grass-roots social governance in their respective areas, and support and ensure that administrative organizations, economic organizations and mass autonomous organizations fully exercise their functions and powers.

The party committees (leading party groups) of state-owned enterprises play a leading role, carry out directions, manage the overall situation, ensure implementation, and discuss and decide major enterprise matters in accordance with regulations. The Party's grassroots organizations in state-owned enterprises and collective enterprises carry out work around the production and operation of enterprises. Ensure and supervise the implementation of the guidelines and policies of the Party and the state in the enterprise; Support the shareholders' meeting, the board of directors, the board of supervisors and the manager (plant director) in exercising their functions and powers in accordance with the law; Wholeheartedly rely on the masses of workers and support the work of the Staff Congress; Participate in decision-making on major issues of the enterprise; Strengthen the self-building of party organizations, and lead ideological and political work, the building of spiritual civilization, trade unions, the Communist Youth League and other mass organizations.

The grassroots organizations of the Party in non-public economic organizations implement the Party's principles and policies, guide and supervise enterprises to comply with the laws and regulations of the state, lead trade unions, the Communist Youth League and other mass organizations, unite and unite the masses of workers, safeguard the legitimate rights and interests of all parties, and promote the healthy development of enterprises.

Social organizations organize the Party's grassroots organizations, publicize and implement the Party's line, principles and policies, lead trade unions, the Communist Youth League and other mass organizations, educate and manage Party members, lead and serve the masses, and promote the development of the cause.

The Party's grassroots organizations in public institutions that practice the system of responsibility of administrative leaders play the role of fighting fortresses. The grass-roots Party organizations in public institutions that implement the system of responsibility of administrative leaders under the leadership of Party committees discuss and make decisions on major issues, and at the same time ensure that administrative leaders fully exercise their functions and powers.

The grass-roots Party organizations in Party and state organs at all levels assist the administrative responsible persons in accomplishing their tasks and improving their work, educate, manage and supervise every Party member, including the responsible persons of administration, and do not lead the operational work of their own units.

Article 34 Party branches are the basic organizations of the Party and undertake the duties of directly educating Party members, managing Party members, supervising Party members, organizing the masses, publicizing the masses, rallying the masses and serving the masses.

Chapter VI Party Cadres

Article 35 Party cadres are the backbone of the Party's cause and public servants of the people, and must be loyal, clean and responsible. The party selects and promotes cadres in accordance with the principle of having both ability and political integrity and putting virtue first, persists in appointing people on the basis of merit, upholds the principle of putting the cause first, is fair and upright, opposes cronyism, and strives to revolutionize, rejuvenate, knowledge, and professionalize the contingent of cadres.

The party attaches importance to education, training, selection, assessment and supervision of cadres, especially the training and selection of outstanding young cadres. Actively promote the reform of the cadre system.

The Party attaches importance to the training and selection of female cadres and ethnic minority cadres.

Article 36 Leading Party cadres at all levels must have firm convictions, serve the people, be diligent and pragmatic, dare to take responsibility, be honest and honest, and perform the obligations of Party members stipulated in Article 3 of this Constitution in an exemplary manner, and must meet the following basic conditions:

(3) Persist in emancipating the mind, seeking truth from facts, advancing with the times, pioneering and innovating, and conscientiously investigating and studying, so as to be able to integrate the party's principles and policies with the reality of their own localities and departments, carry out their work effectively, tell the truth, do practical things, and seek practical results.

(4) Have a strong sense of revolutionary dedication and political responsibility, have practical experience, and have the organizational ability, cultural level, and professional knowledge to be competent for leadership work.

(5) Correctly exercise the power entrusted by the people, adhere to principles, act according to law, be honest and honest, work diligently for the people, set an example by being arduous and simple, maintain close ties with the masses, adhere to the party's mass line, consciously accept criticism and supervision from the party and the masses, strengthen moral cultivation, stress party spirit, emphasize moral conduct, set an example, achieve self-respect, self-examination, self-vigilance, and self-encouragement, oppose formalism, bureaucratism, hedonism, and extravagance, and oppose any abuse of power and seeking personal gain.

(6) Uphold and safeguard the party's democratic centralism, have a democratic work style, have a sense of the overall situation, and be good at uniting comrades, including uniting comrades who have different opinions to work together.

Article 37 Party members and cadres should be good at cooperating with non-Party cadres, respect them, and humbly learn from their strengths.

Party organizations at all levels should be good at discovering and recommending non-party cadres with real ability and practical learning to take up leadership work, ensure that they have the right to work, and give full play to their role.

Article 38 Leading cadres of the Party at all levels, whether democratically elected or appointed by leading organs, are not for life and may be changed or dismissed.

Cadres whose age and health condition are not suitable for continued work shall be retired or retired in accordance with the provisions of the State.

Chapter VII Party Discipline

Article 39 Party discipline is the rules of conduct that Party organizations at all levels and all Party members must abide by, and is the guarantee for safeguarding the unity and unity of the Party and fulfilling the Party's tasks. Party organizations must strictly enforce and safeguard Party discipline, and Party members must consciously accept the constraints of Party discipline.

Article 40 Party discipline mainly includes political discipline, organizational discipline, honesty discipline, mass discipline, work discipline and life discipline.

Persist in punishing people before they are punished, treating illnesses and saving people, strictly enforcing discipline and investigating violations of discipline, grasping small problems as early as possible, preventing small things from evolving, and giving criticism and education up to disciplinary sanctions according to the nature of the mistake and the seriousness of the case. The use of the "four forms" of supervision and discipline has made "red face and sweating" the norm, party discipline and organizational adjustment have become important means of managing the party and ruling the party, and party members who seriously violate discipline and criminal law must be expelled from the party.

It is strictly forbidden within the Party to treat Party members by means that violate the Party Constitution and state laws, and it is strictly forbidden to retaliate against and falsely accuse and frame them. Organizations or individuals who violate these regulations must be prosecuted by party discipline and state law.

Article 41 There are five types of disciplinary sanctions against Party members: warning, serious warning, removal from office within the Party, probation in the Party, and expulsion from the Party.

Probation in the party shall not exceed two years. Party members do not have the right to vote, to vote or to stand for election during the probation period. Where a Party member has truly corrected his mistakes after being placed on probation in the Party, his rights as a Party member shall be restored; Those who persist in not correcting their mistakes shall be expelled from the party.

Expulsion from the party is the highest punishment within the party. When deciding or approving the expulsion of Party members, Party organizations at all levels shall comprehensively study relevant materials and opinions and adopt a very cautious attitude.

Article 42 Disciplinary sanctions against Party members must be discussed and decided upon at the branch meeting and reported to the Party's grass-roots committees for approval; If the issues involved are important or complex, or if a Party member is expelled from the Party, it shall be reported to the Party Discipline Inspection Commission at the county level or above for review and approval in different circumstances. Under special circumstances, Party committees and discipline inspection commissions at the county level and above have the power to directly decide to impose disciplinary sanctions on Party members.

Members and alternate members of the Party's Central Committee shall be given disciplinary warnings or serious warnings, and after deliberation by the Standing Committee of the Central Commission for Discipline Inspection, they shall report to the Party Central Committee for approval. The sanction of warning or serious warning shall be given to members and alternate members of local party committees at all levels, which shall be approved by the discipline inspection commission at the level above and reported to the party committee at the same level for the record.

The sanction of removal from office within the Party, probation in the Party, or expulsion from the Party for members and alternate members of the Central Committee of the Party and local committees at all levels must be decided by a two-thirds majority of the plenary session of the committee to which they belong. When the plenary session is not in session, the Politburo of the Central Committee and the standing committees of local committees at various levels may first make a decision on the handling of the matter, which will be confirmed by the plenary meeting of the committee. The above-mentioned sanctions against members and alternate members of local committees at various levels must be deliberated by the standing committee of the discipline inspection commission at the higher level, and the discipline inspection committee at that level shall report to the party committee at the same level for approval.

The Politburo of the Central Committee shall expel members and alternate members of the Central Committee who have seriously violated criminal laws from the Party; Members and alternate members of local committees at all levels who have seriously violated criminal laws shall be expelled from the Party by decision of the standing committee of the committee at the same level.

Article 43 Party organizations making disciplinary decisions against Party members shall seek truth from facts to ascertain the facts. The factual materials and the sanction decision on which the sanction decision is based must meet with the person in person to hear his or her explanation and defense. If the person is dissatisfied with the sanction decision, he or she may file an appeal, and the relevant Party organization must be responsible for handling it or promptly transmitting it, and must not be withheld. Those who really insist on erroneous opinions and unreasonable demands should be given critical education.

Article 44 Party organizations must be held accountable if they fail to uphold Party discipline.

For Party organizations that seriously violate Party discipline and cannot be corrected by themselves, the Party committee at the next higher level shall, after ascertaining and verifying the seriousness of the circumstances, make a decision to reorganize or dissolve them, and report them to the Party committee at the next higher level for examination and approval, and formally announce their implementation.

Chapter VIII: The Party's Discipline Inspection Organs

Article 45 The Party's Central Commission for Discipline Inspection shall carry out its work under the leadership of the Party's Central Committee. The Party's local discipline inspection commissions at all levels and grass-roots discipline inspection commissions work under the dual leadership of the Party committees at the same level and the discipline inspection commissions at higher levels. The discipline inspection commission of the party at a higher level strengthens its leadership over the discipline inspection commission at a lower level.

The term of office of the Party's discipline inspection commissions at all levels is the same as that of Party committees at the same level.

The plenary session of the Party's Central Commission for Discipline Inspection elects the Standing Committee and the secretary and deputy secretary, and reports to the Party's Central Committee for approval. The plenary meetings of the Party's local discipline inspection commissions at all levels elect the Standing Committee, secretaries and deputy secretaries, which shall be adopted by the Party committee at the same level and submitted to the Party committee at the higher level for approval. Whether a Party's grass-roots committee establishes a discipline inspection committee or a disciplinary inspection committee is decided by the Party organization at the level above it on the basis of the specific circumstances. The Party's General Branch Committee and Branch Committee shall have disciplinary inspection members.

The Party's central and local discipline inspection commissions have fully dispatched Party discipline inspection teams to Party and state organs at the same level. The head of the discipline inspection group attends relevant meetings organized by the party leaders stationed in the department. Their work must be supported by the leading organization of the Party in that organ.

Article 46 The Party's discipline inspection commissions at all levels are the special organs responsible for supervision within the Party, and their main tasks are: to safeguard the Party's Constitution and other internal Party regulations, to inspect the implementation of the Party's line, principles, policies and resolutions, and to assist Party committees in promoting comprehensive and strict management of the Party, strengthening the building of Party style, and organizing and coordinating anti-corruption work.

The duties of the Party's discipline inspection commissions at all levels are to supervise, enforce discipline and be accountable, and to regularly educate Party members on observing discipline and making decisions on safeguarding Party discipline; Supervise the performance of duties and powers by Party organizations and Party-member leading cadres, accept and handle reports from the masses of Party members, and carry out conversation reminders, interviews, letters and inquiries; Inspect and handle more important or complex cases of violations of the Party's constitution and other internal Party regulations by Party organizations and Party members, and decide or cancel sanctions against Party members in these cases; accountability or recommendations for accountability; Receiving accusations and appeals from Party members; Guarantee the rights of Party members.

Discipline inspection commissions at all levels should report to the Party committee at the same level on the problems and results of handling particularly important or complex cases. The party's local discipline inspection commissions at all levels and grass-roots discipline inspection commissions should simultaneously report to the discipline inspection commissions at higher levels.

Discipline inspection commissions at all levels that discover that a member of a Party committee at the same level has violated Party discipline may first conduct a preliminary verification, and if it is necessary to file a case for inspection, it shall report to the discipline inspection committee at the next higher level at the same time as the Party committee at the same level; Where standing members are involved, they shall be reported to the discipline inspection committee at the level above, and the disciplinary inspection committee at the next higher level shall conduct preliminary verification, and if it is necessary to review, the disciplinary inspection commission at the higher level shall report to the party committee at the same level for approval.

Article 47: A higher-level disciplinary inspection commission has the power to inspect the work of a lower-level disciplinary inspection commission, and has the power to approve and change the decisions made by the lower-level disciplinary inspection commission on a case. If the decision of the disciplinary inspection committee at the lower level to be changed has been approved by the party committee at the same level as it, the change must be approved by the party committee at the higher level.

If the Party's local discipline inspection commissions at all levels and grass-roots discipline inspection commissions have different opinions on the decision of the Party committee at the same level to handle cases, they may request the discipline inspection commission at the next higher level to review it; If it is found that a Party committee at the same level or its members have violated Party discipline, if the Party committee at the same level does not resolve the matter or does not give a correct settlement, it has the right to appeal to the Discipline Inspection Commission at the higher level and request assistance in dealing with it.

Chapter IX: Party Groups

Article 48 Party groups may be established in the leading organs of central and local state organs, people's organizations, economic organizations, cultural organizations and other non-Party organizations. Party groups play the role of the core of leadership. The tasks of the Party group are mainly responsible for implementing the Party's line, principles and policies; Strengthen leadership over party building in their own units, and fulfill the responsibility of comprehensively and strictly administering the party; Discuss and decide on major issues in the unit; Do a good job in cadre management; Discuss and decide on important matters such as the establishment, adjustment and development of Party members and the punishment of Party members at the grassroots level; Unite non-Party cadres and the masses to fulfill the tasks assigned by the Party and the State; The work of Party organizations of leading organs and units directly under their subordinate units.

Article 49 The membership of a Party group shall be decided by the Party organization that approves the establishment of a Party group. Party groups shall have secretaries and, when necessary, deputy secretaries.

A party group must obey the leadership of the party organization that approved its establishment.

Article 50 State work departments exercising centralized and unified leadership over subordinate units may establish Party committees, and the methods, powers and tasks for the formation of Party committees shall be separately formulated by the Central Committee.

Chapter X: The Relationship Between the Party and the Young Communist League

Article 51 The Chinese Communist Youth League is a mass organization of advanced youth under the leadership of the Communist Party of China, a school for the vast number of young people to study socialism and communism with Chinese characteristics in practice, and an assistant and reserve army of the Party. The Central Committee of the Communist Youth League is under the leadership of the Central Committee of the Party. The local organizations of the Communist Youth League at all levels are under the leadership of the Party committees at the same level, as well as the leadership of the higher organizations of the Communist Youth League.

Article 52 Party committees at all levels shall strengthen leadership over the CYL and pay attention to the selection and training of CYL cadres. The party should resolutely support the CYL in carrying out its work in a lively and creative manner in accordance with the characteristics and needs of the vast number of young people, and give full play to its role as a shock force and a bridge linking the vast number of young people.

The secretaries of the regiment's committees at the county level and below the county level, as well as the secretaries of the league committees of enterprises and institutions, who are party members, may attend meetings of party committees and standing committees at the same level as observers.

Chapter XI Party emblem and flag
