(Partially amended by the 2017th National Congress of the Communist Party of China, adopted on October 10, 24)
The Communist Party of China is the vanguard of the Chinese working class, the vanguard of the Chinese people and the Chinese nation, the leading core of the cause of socialism with Chinese characteristics, the development requirements of China's advanced productive forces, the direction of progress of China's advanced culture, and the fundamental interests of the broadest masses of the Chinese people. The highest ideal and ultimate goal of the Party is to achieve communism.
The Communist Party of China takes Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thinking of "three represents", the Scientific Outlook on Development, and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as its guide to action.
Marxism-Leninism reveals the law of the historical development of human society, and its basic principles are correct and have strong vitality. The highest communist ideal pursued by the Chinese Communists can only be realized on the basis of a fully developed and highly developed socialist society. The development and improvement of the socialist system is a long-term historical process. By adhering to the basic tenets of Marxism-Leninism and taking the road voluntarily chosen by the Chinese people suited to China's national conditions, China's socialist cause is bound to win ultimate victory.
The Chinese Communists, mainly represented by Comrade Mao Zedong, combined the basic tenets of Marxism-Leninism with the concrete practice of the Chinese revolution and founded Mao Zedong Thought. Mao Zedong Thought is the application and development of Marxism-Leninism in China, a correct theoretical principle and summation of experience on China's revolution and construction that has been proven by practice, and the crystallization of the collective wisdom of the Communist Party of China. Under the guidance of Mao Zedong Thought, the Communist Party of China led the people of all ethnic groups throughout the country to win the victory of the New Democratic Revolution and establish the People's Democratic Dictatorship of the People's Republic of China after a long revolutionary struggle against imperialism, feudalism and bureaucratic capitalism. After the founding of New China, it smoothly carried out socialist transformation, completed the transition from new democracy to socialism, established the basic socialist system, and developed the socialist economy, politics and culture.
Since the Third Plenary Session of the 11th CPC Central Committee, the Chinese Communists, mainly represented by Comrade Deng Xiaoping, have summed up the positive and negative experiences since the founding of New China, emancipated their minds, sought truth from facts, shifted the focus of the whole party's work to economic construction, carried out reform and opening up, opened up a new period for the development of the socialist cause, gradually formed the line, principles, and policies for building socialism with Chinese characteristics, expounded the basic issues of building, consolidating and developing socialism in China, and founded Deng Xiaoping Theory. Deng Xiaoping Theory is the product of the integration of the basic tenets of Marxism-Leninism with the practice of contemporary China and the characteristics of the times, the inheritance and development of Mao Zedong Thought under new historical conditions, a new stage in the development of Marxism in China, Marxism in contemporary China, and the crystallization of the collective wisdom of the Communist Party of China, guiding the continuous advance of China's socialist modernization cause.
Since the Fourth Plenary Session of the 13th CPC Central Committee, the Chinese Communists with Comrade Jiang Zemin as the main representative have deepened their understanding of what socialism is, how to build socialism, what kind of party to build, and how to build the party in the practice of building socialism with Chinese characteristics, accumulated new valuable experience in administering the party and the country, and formed the important thinking of "three represents." The important thinking of "three represents" is the inheritance and development of Marxism-Leninism, Mao Zedong Thought, and Deng Xiaoping Theory, reflects the new requirements for the work of the party and the state imposed by the development and changes in the contemporary world and China, is a powerful theoretical weapon for strengthening and improving party building and promoting the self-improvement and development of socialism in our country, is the crystallization of the collective wisdom of the Communist Party of China, and is the guiding ideology that the party must uphold for a long time. Consistently fulfilling the "three represents" is the foundation for our party to build the party, the basis for its ruling power, and the source of its strength.
Since the 16th CPC National Congress, the Chinese Communists, mainly represented by Comrade Hu Jintao, have persistently taken Deng Xiaoping Theory and the important thinking of the "three represents" as their guide, profoundly understood and answered major questions such as what kind of development to achieve and how to develop under the new development requirements in accordance with the new development requirements, and formed a scientific outlook on development that is people-oriented and comprehensively coordinates sustainable development. The Scientific Outlook on Development is a scientific theory that is in the same vein as Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, and the important thinking of the "three represents" and advances with the times; it is a concentrated embodiment of the Marxist world outlook and methodology on development; it is a major achievement of the Sinicization of Marxism; it is the crystallization of the collective wisdom of the Communist Party of China; and it is the guiding ideology that must be adhered to for a long time in developing socialism with Chinese characteristics.
Since the 18th National Congress, the Chinese Communists, mainly represented by Comrade Xi Jinping, have conformed to the development of the times and systematically answered the major questions of the times of what kind of socialism with Chinese characteristics to adhere to and develop in the new era and how to adhere to and develop socialism with Chinese characteristics from the combination of theory and practice, and created Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era is the inheritance and development of Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thinking of "three represents" and the scientific outlook on development, the latest achievement of the Sinicization of Marxism, the crystallization of the practical experience and collective wisdom of the Party and the people, an important part of the theoretical system of socialism with Chinese characteristics, and the action guide for the whole Party and the people of the whole country to strive for the great rejuvenation of the Chinese nation. Under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the Communist Party of China has led the people of all ethnic groups in the country to take charge of great struggles, great projects, great undertakings and great dreams, and promoted socialism with Chinese characteristics into a new era.
The fundamental reasons for all our achievements and progress since the reform and opening up can be summed up as follows: opening up the road of socialism with Chinese characteristics, forming a theoretical system of socialism with Chinese characteristics, establishing the socialist system with Chinese characteristics, and developing socialist culture with Chinese characteristics. All comrades in the Party should cherish, adhere to, and continuously develop this road, this theoretical system, this system, and this culture that the Party has painstakingly pioneered, hold high the great banner of socialism with Chinese characteristics, strengthen self-confidence in the road, theory, system, and culture, implement the Party's basic theory, basic line, and basic strategy, and realize the three major historical tasks of promoting modernization, accomplishing the reunification of the motherland, safeguarding world peace and promoting common development, and realize the "two centenary goals." Strive to realize the Chinese dream of the great rejuvenation of the Chinese nation.
Our country is in the initial stage of socialism and will remain for a long time. This is an insurmountable historical stage in building socialist modernization in China, which was originally economically and culturally backward, and it will take hundreds of years. In building socialism in our country, we must proceed from our national conditions and take the road of socialism with Chinese characteristics. At the present stage, the main contradiction in our society is the contradiction between the people's growing need for a better life and unbalanced and inadequate development. Due to domestic factors and international influences, the class struggle still exists for a long time within a certain range, and under certain conditions it may intensify, but it is no longer the main contradiction. The fundamental task of socialist construction in our country is to further emancipate the productive forces, develop the productive forces, and gradually realize socialist modernization, and to reform the relations of production and the aspects and links in the superstructure that do not adapt to the development of the productive forces. It is necessary to uphold and improve the basic economic system with public ownership as the main body and the common development of various ownership economies, adhere to and improve the distribution system in which distribution according to work is the main body and various distribution methods coexist, encourage some regions and some people to get rich first, gradually eliminate poverty, achieve common prosperity, and continuously meet the people's growing needs for a better life on the basis of production development and social wealth growth, so as to promote all-round human development. Development is the most important task for our party to govern and rejuvenate the country. We must adhere to the people-centered development thinking and adhere to the development concept of innovation, coordination, green, openness and sharing. In all work, we should regard the development of the productive forces of socialist society, the enhancement of the comprehensive national strength of socialist countries, and the improvement of the people's living standards as the general starting point and test standard, respect labor, knowledge, talent, and creativity, and ensure that development is for the people, development depends on the people, and the fruits of development are shared by the people. Stepping into the new century, China has entered a new development stage of comprehensively building a moderately prosperous society and speeding up socialist modernization. In accordance with the overall layout of the "five-in-one" and the "four comprehensive" strategic layout of the cause of socialism with Chinese characteristics, we must make overall plans to promote economic, political, cultural, social and ecological civilization construction, and coordinate the construction of a moderately prosperous society in an all-round way, comprehensively deepen reform, comprehensively govern the country according to law, and comprehensively administer the party strictly. In the new century and new era, the strategic goal of economic and social development is to build a moderately prosperous society in an all-round way by the 100th anniversary of the founding of the CPC; By the 100th anniversary of the founding of New China, it will be a modern socialist power in an all-round way.

Become a strong core that leads the people of the whole country to continue to advance along the path of socialism with Chinese characteristics. Party building must resolutely fulfill the following five basic requirements:
First, adhere to the party's basic line. The whole party should use Deng Xiaoping Theory, the important thinking of "three represents", the scientific outlook on development, Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the party's basic line to unify its thinking and actions, and unswervingly adhere to it for a long time. We must unify reform and opening up with the four cardinal principles, comprehensively implement the party's basic line, oppose all erroneous tendencies of the "left" and the right, and be vigilant against the right, but mainly against the "left." We should strengthen the building of leading bodies at all levels, train and select good cadres needed by the party and the people, train and bring up millions of successors to the socialist cause, and organizationally ensure the implementation of the party's basic theory, basic line, and basic strategy.
Second, persist in emancipating the mind, seeking truth from facts, advancing with the times, and seeking truth and pragmatism. The party's ideological line is to proceed from reality in everything, integrate theory with practice, seek truth from facts, and test and develop truth in practice. The whole party must adhere to this ideological line, actively explore, boldly experiment, pioneer and innovate, carry out work in a creative manner, constantly study new situations, sum up new experiences, solve new problems, enrich and develop Marxism in practice, and promote the Sinicization of Marxism.
Third, persist in serving the people wholeheartedly. Apart from the interests of the working class and the broadest masses of the people, the Party has no special interests of its own. At all times, the Party puts the interests of the masses in the first place, shares weal and woe with the masses, maintains the closest ties, insists that power is used by the people, affection is for the people, and benefits are for the people, and no Party member is allowed to break away from the masses and be above the masses. The greatest political advantage of our party is to maintain close ties with the masses, and the greatest danger after the party comes to power is to break away from the masses. The issue of party style and the issue of the party's ties with the masses of the people have a bearing on the life and death of the party. In its own work, the Party implements the mass line, does everything for the masses, relies on the masses in everything, comes from the masses and goes to the masses, and turns the Party's correct propositions into conscious actions of the masses.
Fourth, adhere to democratic centralism. Democratic centralism is a combination of centralization on the basis of democracy and democracy under centralized guidance. It is not only the fundamental organizing principle of the Party, but also the application of the mass line in the life of the Party. We must give full play to inner-party democracy, respect the dominant position of party members, safeguard the democratic rights of party members, and give play to the enthusiasm and creativity of party organizations at all levels and the vast number of party members. We must implement correct centralization, firmly establish political awareness, awareness of the overall situation, core awareness, and awareness of alignment, firmly safeguard the authority and centralized and unified leadership of the Party Central Committee with Comrade Xi Jinping as the core, ensure the unity and unity of the whole Party and the unity of action, and ensure that the Party's decisions are quickly and effectively implemented. Strengthen and standardize inner-party political life, enhance the political, epochal, principled and combative nature of inner-party political life, develop a positive and healthy inner-party political culture, and create a good political ecology with a clean atmosphere. The Party correctly carries out criticism and self-criticism in its own political life, wages ideological struggles on issues of principle, upholds the truth, and corrects mistakes. Efforts should be made to create a political situation that is both centralized and democratic, disciplined and free, unified in will, and comfortable and lively in the individual.
Fifth, persist in strictly administering the party and administering the party. Comprehensively administering the party strictly is always on the way. Under the new situation, the tests facing the party in ruling, reform and opening up, the market economy, and the external environment are long-term, complex, and severe, and the dangers of mental slackness, lack of ability, separation from the masses, and passive corruption are more acutely placed before the whole party. It is necessary to carry out strict standards and measures throughout the entire process and all aspects of managing the party and administering the party. Persist in administering the party according to regulations, treating both the symptoms and the root causes, persist in putting discipline in the forefront, strengthen organizational discipline, and treat everyone equally before party discipline. Strengthen the main responsibility and supervision responsibility for managing the party and ruling the party, strengthen supervision over the party's leading organs and party-member leading cadres, especially the main leading cadres, and constantly improve the supervision system within the party. We will further promote the building of party style and clean government and the struggle against corruption, punish corruption with a zero-tolerance attitude, and build an effective mechanism that does not dare to be corrupt, cannot be corrupted, and does not want to be corrupt.
The leadership of the Communist Party of China is the most essential feature of socialism with Chinese characteristics and the greatest advantage of the socialist system with Chinese characteristics. Party, government, military, and civilian studies, east, west, south, north, and middle, the party is the leader of everything. The party should adapt to the requirements of reform, opening up, and socialist modernization, persist in ruling scientifically, democratically, and according to law, and strengthen and improve the party's leadership. The Party must play the role of the core of leadership in various organizations at the same level in accordance with the principle of overseeing the overall situation and coordinating all parties. The party must concentrate its energies on leading economic construction, organize and coordinate the forces of all quarters, work together to carry out work around economic construction, and promote all-round economic and social development. The party must practice democratic and scientific decision-making, formulate and implement correct lines, principles, and policies, do a good job in the party's organizational work, propaganda and education work, and give play to the vanguard and exemplary role of all party members. The party must operate within the framework of the Constitution and the law. The Party must ensure that the legislative, judicial, administrative and supervisory organs, economic and cultural organizations and people's organizations of the State work proactively, independently and responsibly and in a coordinated manner. The party must strengthen its leadership over trade unions, the Communist Youth League, the Women's Federation, and other mass organizations, so that they can maintain and enhance their political, advanced and mass nature and play their full role. The party must adapt to the development of the situation and changes in the situation, improve the leadership system, improve the leadership style, and enhance the ability to govern.
